100 years of council housing

A great thing to celebrate, pity building appears to have ground to a bit of a halt now.  I'm interested in which are the oldest council properties in Manchester.  My mother always said that those cottage style dwellings on Victoria Avenue Blackley, opposite the school, were partially built by prisoners of war in WWI, can anyone confirm that, or add further information.  Thanks.
