You are quite right in surmising that the Americans operate this type of policy upon areas of the world
There is a historic perspective to consider :

If you look at America in the light of ‘The Balance Of Power’ it becomes apparent that America historically cared little to get involved in world problems
America was geographically isolated and had  no special interests that needed protecting abroad

Starting with their desire for independence from British rule during the American revolution, which was itself an example of the B.O.P in operation and yet this was also coupled to the clear disregard for whether Napoleon dominated Europe or some other tyrant, probably because this could not possibly affect America
The European enemies of Britain, at that time, the French and the Spanish sought to remove Britain from its colonies

More recently the two world wars did not particularly interest the Americans to get involved at all

And yet fairly recently, 'The Arms Race' and the ‘bipolar’ Cold War ended with the Soviet Union withdrawing amidst a fragmenting union and leaving America as the dominant economic and military power without challenge on earth

In the first year after the Cold War ended the world saw major conflicts breaking out :

1.   Occupation of Kuwait
2.   Hostilities between India and Pakistan
3.   Syria seeking to control Lebanon again
4.   Increased tensions between Israel and its Arab neighbours
5.   Civil war in Liberia

President H.W. Bush (snr) sought an international coalition to drive Iraq out of Kuwait, but pursued a largely unilateral approach in many areas without listening to the advice of other countries, probably in frustration at the lack of support in some areas

Despite ignoring the B.O.P. maintained inside Europe, down the centuries, America then set about engineering a world-wide B.O.P
This may involve ‘imposing’ democracy onto areas which they consider to be at risk of upsetting this balance
