no, they cannot log in to access their account and can't access anyone's email either unless they are logged in

I have read that it depends on the internet service provider, (ISP) some assign static ones and some assign dynamic ones - meaning they change every time you switch the computer back on again (assuming you switch off overnight, for example)

...but then there is a local IP as well as a Public IP (broadcast to the world) apparently...

..someone hacked into my account in the past on LN and it was all conveniently ignored somehow in a froth of excitement and back-biting...

someone could have hacked into a wifi account which was not secure at one time - a possibility !
But then it is likely to be someone looking to cause trouble (again)

Whether you have a static or dynamic IP depends on your ISP, and whether you want one or not. Some ISPs charge extra for a static IP address.
A dynamic IP is normally issued from a "pool" of IP addresses that is within a range owned by your ISP. Each time you log on you will be allocated an IP address from within the pool. When you log off the IP address goes back into the pool ready for the next user to log on.
A static IP address is one that you keep all the time.[/size][/color]

Reminder people - they are getting in by hacking your email account.
Once you're in someone's email account you can have password resets sent for anything. They're probably in your facebook now...

Secure your email address by changing your security questions first, and your password.
Then change EVERY other password you have. And don't be silly enough to use the same one for everything again, as then once they breach one they breach them all. At the same time, even if you have different passwords for everything, once one is breached you can't trust any.
