...it's sad but true, these facilities really need (and used to have) an onsite watchman for maintenance and  to keep an eye on things, presumably the money is not available to maintain the buildings now either

Where do you know of any current examples of working Victorian toilets in all their glory?

There must be some left surely !  :-\

  Some railway stations have them, Victoria for instance though with a few mod-cons such as hand driers, etc

  The councils say  there is no more money than they spend anyway - the kind of portaloos used on campsites would be easy to maintain - the sort you see at rock festivals and biker rallies - if vandalized, cheaper to repair / replace than some expensive ornate building
