Tony Lloyd, who become the area's first PCC in November, said the £55,000 role was "necessary... to assist me in effectively holding police to account".
He said it was "an exciting opportunity for someone who shares my passion to build safer communities".
The move was criticised as "not required" by Wigan Conservative Federation chairman Michael Winstanley.
Mr Winstanley, who ran against Labour candidate Mr Lloyd for the role of PCC, said it was a "scandal that taxpayers' money will be wasted in this way".
He added that he was urging Mr Lloyd to "think again and drop this ridiculous idea".'Real challenge' A spokeswoman for Mr Lloyd said though the legislation which set up PCCs allowed Mr Lloyd to make a personal appointment to the deputy position, he had decided to use a "transparent and open selection process" instead.
Mr Lloyd said he had "carefully considered whether it was necessary for me to appoint a deputy".
"I have come to the conclusion that this is a role I need to assist me in effectively holding Greater Manchester Police to account and driving forward the community safety agenda in our region," he said.
"We face a real challenge in Greater Manchester as a result of massive budget cuts to police, councils and other agencies imposed by central government, compounded by the difficult economic climate.
"I'm looking for someone who not only understands policing and crime, but has a track record of bringing agencies and local communities together to fight for a shared goal."
The successful applicant for the role of deputy is due to be announced on 26 July.

Hey Mr Lloyd can you please supply an hour by hour break down of your work since you took office?
Police accountability? Lets asses your accountability first.

Has he paid back yet to taxpayers  the cost of the by election paid by us and incurred by him for his voluntary quitting his MP role??  ::)  Cheques in the post eh.

Think I saw Tony Lloyd earlier, on Alan Turing Way.  There was a big white unmarked 4x4 with blue flashing headlights, three marked police cars, all with their 'blues n two's going, also 3 or 4 motorcycles outriders stopping the lights. Can't think who else it could be. His deputy, maybe!

I actually think its a good thing we can elect the people who run major services.


So as water is a vital source for life, when do we get to elect the people who over charge us for the supply of it.

Water's free.  You can take your bucket to any public source and have as much as you like.  If you want it filtered, cleaned, made safe to drink and delivered to your taps, you have to pay for that service.  If you want your dirty water and sewage taken away and dealt wth, you have to pay for that service too.  If you're happy to deal with it yourself, no charge.
 
If Tony Lloyd is genuinely cutting the bill by 8.5% so far, with further savings to come and no apparent fall in standards of service, then I'm cautiously optimistic.   Surprised, but cautiously optimistic.   
It's nice to be important, but it's also important to be nice.
